Job Description:

 

Project Officer – Protection

The Role:

The Protection Officer will assign to the BHA project and he/she will play a crucial role in ensuring the safety and well-being of vulnerable populations. This position involves assessing risks, implementing protective measures, and coordinating with various stakeholders and sectors at external and internal levels to address issues related to human rights, gender, safety, and community resilience. The officer also facilitates training and awareness programs, helping to build local capacity for protection initiatives and ensuring compliance with international standards. Overall, the role is vital for fostering a secure environment for beneficiaries and promoting sustainable development within the project framework. The post holder will be working in Burao and Odweine.

 

Key Responsibilities:

  • Identify and assess protection risks faced by communities, particularly women, children, and marginalized groups, and implement targeted interventions to mitigate these risks.
  • Strengthen local capacities through training and awareness programs that equip community leaders and organizations with the skills needed to address protection concerns effectively.
  • Foster active community participation in protection efforts, ensuring that the voices of affected populations are heard and prioritized in program design and implementation.
  • Establish and maintain strong partnerships with local authorities, NGOs, and international organizations to create a cohesive response to protection issues violations and its reporting
  • Participate with DME team on robust monitoring and evaluation mechanisms to track the effectiveness of protection initiatives and ensure compliance with international standards, providing regular reports to stakeholders.
  • Advocate for the rights of vulnerable individuals and promote policies that enhance their protection and access to services, contributing to a safer and more equitable environment for all project beneficiaries.
  • Coordinate and lead meetings or forums focused on gender and child protection with project beneficiaries.
  • Enhance community understanding of gender and child protection issues
  • Establish Child Support Committees and Children’s Clubs in selected villages, and engage with school officials to promote child protection and psychosocial support.
  • Collaborate with program teams to ensure protection considerations are embedded in all aspects of project planning and execution.
  • Conduct training and capacity-building sessions for staff and partners on protection issues, including mainstreaming techniques and best practices.
  • Provide technical support and guidance to ensure effective application of protection measures.
  • Monitor and assess the implementation of protection mainstreaming activities, identifying areas for improvement.
  • Coordinate with other humanitarian actors, including UN agencies, NGOs, and government bodies, to ensure a cohesive approach to protection mainstreaming.

Experiences and Qualifications

  • University Degree in Social Work, Human Rights, International Relations, or a related field.
  • Strong understanding of protection issues, including gender-based violence, child protection, and human rights
  • Minimum of 4 years of experience in protection, with a focus on mainstreaming protection principles.
  • Strong verbal and written communication abilities to effectively convey information and engage with diverse audiences.

Working Environment:

The position is office-based in Burao,Somaliland with regular travel to other field locations for donor and stakeholders’ consultations.
