Job Description

KEY ACCOUNTABILITIES (not all-inclusive)

1.Scooping & Selection
Follow up with HoP on the timely release of the implementation plan (IP)
Coordinate sharing the IP with AO to facilitate call for expression of interest (CFEI)
Provide technical guidance for Call for Expression of Interest (CFEI) and utilization of the UN Partner Portal (UNPP) 
Ensure completeness of CFEI packages in discussion with CO technical team, and AOs.
Launch a call for proposals and ensure the necessary levels of the review process are done through the UNPP. Support AOs in the shortlisting of applications.
Provide oversight in all technical reviews of proposals ensuring the processes comply with the WFP cooperate standards.
2.FLA Development, and Implementation
Support AO CP management teams in the initial discussions related to the development of FLA/LOUs
Provide general guidance in the development of FLAs (e.g., in the case the FLA budget template is updated)
Provide technical support in the development of FLAs/LoUs ensuring compliance with WFP cooperate standards.
Oversight on implementation of risk management findings as required.
Take the lead in resource commitment for distribution to beneficiaries, amend partnership agreement in COMET in line with approved FLA.
Creation and amendment of vendor accounts
3.Payments to Partners
Contribute and coordinate with internal counterparts to ensure efficient management of Programme resources including Cooperating Partners transfer costs for Cash-based Transfers (CBT) and in-kind (IK) implementation costs.
Process payment for CO relevant letters of agreements with governments (LoUs) & other engagements including the raising of Purchase Requisitions (PRs). 
4.Evaluating the partnership
Provide oversight and technical support to Area Offices on Cooperating Partner performance evaluation ensuring they are conducted on time using established Key Performance Indicators (KPIs), and tools, identify areas of improvement and come up with an improvement plan to address them.
Provide training/orientation to AO CP management teams on new developments/improvements related to CP performance evaluation tools, processes, and guidelines.
5.Strategic engagement
Actively engage with AO CP management teams on the implementation of the CP engagement strategy.
Support Area Offices to identify and develop strategic partnerships with NGOs and other partners for the expansion of WFP programmatic objectives and successful implementation of the localization agenda.
Provide knowledge management sessions with AOs in partnership management guidelines, strategic management approaches, and capacity-building initiatives to WFP staff and cooperating partners
