The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.
The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.
The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.
The Ministry of Energy and Minerals (MoEM) therefore intends to apply part of the proceeds of the SESRP Project to hire an Individual Consultant (“a Power System Planning Expert”) provide power Sector planning expertise to Somaliland's energy sector, particularly the utility or power sector, and to develop technical input strategies for this platform (ESWG) and its members to provide timely, strategic, and effective input that will act as a catalyst for the sector's development and transformation.
The scope of work for the assignment includes but not limited to the following tasks:
The ESWG Secretariat aims to synchronize coordination efforts within the energy sector, leveraging the Energy Sector Working Group (ESWG) as a platform for collaboration among stakeholders like MoEM, SEC, ESPs, and development partners. Their objectives include providing power sector planning expertise, developing technical input strategies, and promoting efficient implementation of energy sector strategies and policies to maximize contributions to national priorities and economic development. They seek to harmonize procedures and rules for sector investment, facilitate discussion and information sharing, establish a monitoring and evaluation framework, advise on policy issues, and ensure effective use of support from public, private, and development partners. Additionally, the Secretariat coordinates activities, develops strategic plans and frameworks, conducts joint sector reviews, facilitates dialogue, and mobilizes resources within the sector. The scope of services shall include but not be limited to:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
A Bachelor's Degree in Electrical Engineering, Power Engineering, or a related fields. Professional Experience. At least 5 years of demonstrated practical experience in power sector policy, regulation, planning and operations. Strong understanding of the Somaliland electricity sector and the related laws, polices, and regulations. Demonstrated ability to analyze impacts of policy measures put in place by Government and advise at the highest levels of Government, private sector and Development Partners. Able to Monitor and evaluate impacts of Government policies and programs in the sector. Proficiency in using power sector analysis software tools such as. PSS/E, ETAP, Power Factory, or programming languages (such as MATLAB, Python, or C++) for power Sector modeling and simulation. Communication and Collaboration: (i) English Fluency- Strong verbal and written communication skills; (ii) Fluency in Somali language shall be an added advantage. Experience working with the public, international development partners: Such as the World Bank, AfDB is an added advantage. Etc. and Specific experience the Africa region and Fragility, Conflict, and Violence (FCV) Countries and in particular Somaliland shall be an added advantage.
The duration for the assignment is initially for a twelve (12) months period with an extension based on project duration.
