Oxfam Novib Somalia/Somaliland is looking for a PHP Officer Duty station: Baardhere, Somalia

Type of appointment: Fixed term (National Position) Contract duration: 12 months with possibility of renewal Work schedule: Full-time (40 hours per week)

JOB PURPOSE:

The Public Health Promotion (PHP) Officer will lead community engagement, implementation of public health promotion activities and capacity-building efforts to improve public health outcomes in South Central Area. The role will focus on supporting partners in delivering effective WASH programmes, ensuring that interventions are inclusive and community driven. The PHP Officer will foster collaboration with other sectors, such as Livelihoods and Protection while ensuring alignment with Oxfam’s policies and emergency standards.

 

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management) Training & Capacity Building:

  • Lead the training of the Public Health Promotion partner's team, ensuring that staff have thenecessary knowledge and skills to identify public health risks and implement health promotion strategies 
  • In collaboration with the PHP Team Leader, ensure roll out of Country Public Health Promotionand Community Engagement strategy in South Central Somalia.
  • Participatein workshops and training sessions to support the implementation of Oxfam’s partner- led 
  • Asnecessary, to support Oxfam and partners recruit, train new public health promotion  This may involve the writing of job descriptions, work schedules, training plans and appraisals.

Programme Implementation:
  • Provide ongoing support to the execution of public health promotion activities, with a focus onidentifying existing public health risks and effective implementation of public health 
  • Monitor the effectiveness of programme activities, ensure alignment with humanitarian needs,and suggest appropriate adjustments.
  • Work closely with partners to ensure strong collaboration and integration between public healthpromotion, health, and Public Health Engineering activities, providing actionable recommendations aligned with Oxfam’s policies and protocols.
  • Participate in need assessments of new locations, and provide assessment reports with keyrecommendations and interventions (workplan, requisitions, logistics, budget forecasting etc)
  • Support MEAL in conducting baseline/end-line/PDM studies in terms of tool designing, datacollection from fields, and technical inputs in analysis and reports to analyse the overall impact of PHP activities in the 
Community Engagement:
  • Take a leadership role in community engagement efforts, working closely with teams acrossLivelihoods, Protection, and other relevant sectors to ensure a holistic 
  • Promotean inclusive approach by involving community members—women, men, and children— in all phases of programme planning and implementation.
  • Ensure community engagement methodologies are participatory and inclusive, reflecting thediverse needs and priorities of disadvantaged populations and considering gender and protection 
  • Champion sustainable, community-led health initiatives, working closely with Oxfam's countryoffice, local government, and community partners
  • Work closely with Oxfam's country office team, local government authorities, and communitypartners to implement sustainable public health interventions.
Programme Standards & Compliance:

  • Ensurethat all activities meet the Minimum Standards of WASH and adhere to Oxfam’s emergency guidelines and protocols and Somalia WASH Cluster.
  • Considercommunity sensitivities and protection concerns when delivering public health promotion 
Documentation & Reporting:
  • Contribute to programme planning, proposal writing, and regular reporting in line with Oxfam’sstandards
Representation & Advocacy:
  • Represent the programme in external forums and build strategic partnerships with local agenciesand stakeholders to advocate for sustainable public health measures.

  • Bachelor’sdegree in public health, social studies and relevant 
  • Aminimum of 3 years of practical experience in community health and outreach programs in developing countries, particularly in drought or emergency response settings.

  • Knowledgeof public health, health promotion, community development, or water supply 
  • Proven experience in social mobilization for water and sanitation activities and in engagingcommunities, local authorities, and grassroots organizations to prevent and control waterborne 
  • Familiaritywith social marketing approaches to promote public health products and services, such as latrines, Aquatabs/PUR, or ceramic filters, and developing sustainable partnerships with local 
  • Strongknowledge of participatory planning, implementation, monitoring, and evaluation methods in public health promotion.
  • Experiencein integrating gender and diversity considerations into public health 
  • Assessment& Planning: Proficiency in conducting public health needs assessments and planning effective 
  • Excellentwritten and verbal communication skills, with the ability to produce clear reports and represent Oxfam in external forums.
  • Strongpersonnel management, training, and appraisal skills, with the ability to support and mentor team members.
  • Abilityto work under pressure in rapidly changing environments, with a willingness to travel at short notice and work in challenging conditions.
  • Stronginterpersonal skills and the ability to work effectively as part of an integrated 
  • Fluencyin English is
