Job Description

Scope of Work:

The main objective of this assignment is to review and document lessons learned around policy, institutional and resource gaps in implementation of LAPs and to develop recommendations on how to overcome those gaps.  

Specific Objectives:

  • Assess the current interventions, strategy, and approach in implementation of LAPs;
  • Assess institutional capacities of the five FMS ministries including established coordination mechanisms;
  • Identify and validate lessons learned, best practices and recommend policy and institutional interventions; 
  • Develop interactive PowerPoint presentations for resource mobilization for the FMSs ministries of Women/Family and Banadir Regional Administration;
  • Document best practices articulating key achievements in advancing the WPS agenda in the five FMS and Benadir region;
  • Develop simplified version of NAP and LAPs in Somali language.

Tasks and Deliverables:
Task 1: Desk review and inception report:

  • Conduct a desk review of existing relevant reports, as well as policies related to WPS from State and Non-State actors in the 5 FMS;
  • Develop and submit an inception report inclusive of methodology and consultancy work plan, including timelines and specific deliverables.

Task 2: Data Collection and Analysis:

  • Develop a standardized data collection tool;
  • Would include bullet around analysis of lessons learned around policy, institutional and resource gaps in implementation of LAPs and to develop recommendations on overcoming those gaps;
  • Develop six case studies on the FMS ministries and Benadir Region with documentation of document policy, institutional and resource gaps and recommendations for overcoming the gaps; 
  • Develop interactive PowerPoint presentations for resource mobilization for each of the five Ministries of Women/Family;
  • Develop simplified version of LAPs in Somali language.

Task 3: Validation of Preliminary findings:

  • Draft preliminary report on strategy and approach in implementation of LAPs, institutional capacities of the Ministries and recommendations for overcoming challenges;
  • Organize a validation workshop for the case studies in each of the locations;
  • Address comments/inputs received from the validation workshop.

Task 4: Finalization of deliverables:

  • Finalization of key deliverables incorporating all feedback received.

Functional Competencies:

  • Demonstrated experience in doing research and analysis on areas of gender, development, peace and security and demonstrate publications;
  • Demonstrated working relationships with state and non-state actors at the national and sub-national levels, peace actors, women’s human rights and gender equality organizations, development partners that can be activated for the purposes of the data collections and analysis;

Experiences and Qualifications

  • Master’s degree or equivalent in in gender/women’s studies, peace studies, international development, conflict studies, law, access to justice, social sciences, human rights, or a related field required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • At least 2 years progressively responsible experience in conflict prevention and peacebuilding programming, training, and/or analysis with significant experience mainstreaming gender into analysis processes. 
  • Technical expertise working on the Women, Peace and Security agenda.
  • Strong understanding of the Women, Peace and Security (WPS) agenda, normative frameworks, and WPS programming

Language requirements: 

  • Fluency in English and Somali is required.
