Tender Description

OPEN TENDER FOR INSTALLATION OF 100 SOLAR STREETLIGHTS IN BUURSALAH (35),
BURTINLE (40) AND HEMA (25) IN PUNTLAND
DATE: 26-07-2026

NIS is looking for qualified contractor to undertake undertake installation of 100 solar
streetlights in the above-mentioned three locations in Puntland. All interested
contractors are requested to submit their bids/applications together with below listed
support documentations and other requirements for consideration:

  1. Licences/Registrations: The company shall submit the following documentations:
    ✓ Valid registration/operating license/permits from Ministry of Public Works,
    Puntland.
    ✓ Valid registration/operating license/permits from Ministry of Commerce,
    Puntland.
    ✓ Valid registration/operating license/permits from Puntland Tender Board.
    ✓ Valid tax compliance certificate from Ministry of Finance, Puntland.
    Note 1: All submitted registrations/licences will be shared with the relevant
    authorities for verification and clearance. Those who fail to submit a valid
    registration/license will not be considered in the bid’s evaluation analysis.
    ✓ Statement of ownership: The company shall submit a signed public notary
    document stating the ownership of the company including a list of full names, positions
    held and contact details: telephone number and email address and # of shares held.
  2. Similar or relevant work experience: The bidder shall fill in the below table with
    details of three similar contracts previously implemented which are related to
    installation and maintenance of solar streetlights and/or other solar PV systems with
    monetary value of USD 15,000 to USD 30,000 each or above funded by International
    Non-Governmental Organizations (INGOs) and/or UN agencies. The bidder shall only
    submit those relevant contracts implemented within the last (7) years. Contracts with
    value below USD 15,000 will not be considered in the NIS bid evaluation matrix.
    ▪ KINDLY ATTACH ONLY 3 RESPECTIVE CONTRACTS.
    ▪ ONLY THE 3 CONTRACTS LISTED IN THE BELOW TABLE WILL BE EVALUATED,
    IF YOU SEND MORE THAN 3 CONTRACTS, NIS WILL CHOOSE THE FIRST
    THREE TOP IN THE LIST.
    ▪ BIDDERS WHO DO NOT FILL THE BELOW TABLE WILL NOT BE EVALUATED.
    Note2: Fake contracts will lead to automatic disqualification as NIS will do
    reference checking with the implementing agencies.

2. Human and material resources: Possess necessary resources, and ability to mobilize
such a resource at short notice to undertake project works (Please attach CVs of at
least one electrical Engineer and one solar technician).
3. Company Finances: presents a dully signed statement/declaration confirming that
the company is financially in good position and able to pre-finance project works as
this is necessary.

HEMA (25) IN PUNTLAND”.
