PART 1: INVITATION TO TENDER

Shaqodoon Organization, in tends empower local communities in Eberde distric WARGARWEINE Village through supporting community-led interventions identified through participatory community adaptation action planning process. This intervention is supporting the construction of the following structure in WARGARWEINE Village ELBERDE district of Southwest State of Somalia.

Construction veterinary storage room (4m x 4m) with Chain link fence with ground beam (10m x 15m) WARGARWEINE Village ELBERDE district

Construction of Goat Deeping (6m length x 1.5m wide) at WARGARWEINE Village of ELBERDE districts

Shaqodoon Organization hereby invites local tenders to submit their bids for Construction of the facilities as detailed in in the drawing and bills of quantities and technical specifications.

This tender is open to eligible local contractors who are registered and operational in Southwest State of Somalia and have previously implemented construction works in the area. All interested bidders are hereby informed to submit their Bids and must be sent through email jobs@shaqodoon.orgnot later than 16th August 2025, 3:00pm (Mogadishu Time). Electronic submission for this tender is also accepted. It shall remain the responsibility of the bidder to ensure that their bids reach the address above on or before the deadline. Bids that are received by Shaqodoon after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

Major Conditions: Bids should be signed, stamped, and delivered through email to Procurement@shaqodoon.org with subject of “WARGERWEINE VILLAGE Tender” by the bidder and or send electronically Clearly marked Reference No. SHAQ-B6-08-2025 on the envelope, or on the Email subject line

Award criteria

Award of the contract will be based on the following criteria:

a)  ELIGIBLITY CRITERIA:

Copies of the following supporting documentation must be submitted for consideration of the Bids

1. Valid Certificate of registration from the ministry of public works of Southwest state of Somalia
2. Valid certificate of registration from one of the following districts Baidoa local councillor/Elberde/Huddur district administrations.
3. Tax Clearance Certificate and proof of tax payments.
4. Company Profile
5. List of the previous similar work experiences
6. Partner recommendations or sample contracts (if not included in the profile section)
7. Proof to have implemented activities in Baidoa/Elberde/Huddur (e.g. constructions implemented)
8. Original copy of Bank statement – for the last 6 months with a proof of financial capability
9. Detailed Work plan (Simultaneous working modalities will be encouraged to save time)
10. Method statement (Detailing how to carry out work safely)
11. CVs for technical staff

b) EVALUATION OF BIDS

All valid bids will be evaluated by an Evaluation Committee who will assess the bids based on administrative, technical, and financial evaluation, using the information provided in your bid application. Shaqodoon reserves the right to request proof of your past work experience and to visit the premises of bidders if this is deemed necessary to complete the evaluation.
