Job Description:

Project Coordinator-Gifts in Kind (GIK)

The Role:

Provide overall coordination for successful operational management of the GIK (Gifts in Kind) activities and services that ensure the use of GIK as efficient and integrated resources in compliance with the WVI’s GIK Minimum Standards, Supply Chain principles, FPMG (Food Programming Management Group) policies, and reference guide and other international donors standards.

The GIK activities will focus on quality and timely planning, relationship management, warehouse and inventory management, sorting and distribution, transportation, customs, and port clearance processes, and end-use reporting. The incumbent will provide GIK services such as capacity building in GIK program integration, GIK planning, and supply chain management to field-based GIK and program/project teams. S/he will promote team spirit, a culture of information sharing, and excellence in internal/external coordination while observing the WVI’s mission and core values and demonstrate a quality of spiritual life that is an example to others.

Key Responsibilities:

  • Ensure that GIK management committee’s members, GIK and program operation staff have a working knowledge of the GIK minimum standards and basic principles of supply chain management.
  • Increased ability in GIK program integration, GIK planning, and supply chain management as well as in standardized reporting tools and protocols in use to ensure timely reporting to the donor, government and WVI;
  • Maintain and update the NTS data-basis and train new users.

Establish and maintain standard processes, procedures and systems

  • Establish and implement standard processes and procedures to ensure timely need assessment, allocation and submission of GIK program integrated plan for relevant fiscal year;
  • Maintain accurate and complete GIK movement tracking sheets and filling of GIK records from end-to-end (planning, allocation, transportation, customs and port clearance, and distribution records;
  • Ensure regular monthly physical inventory, accurate end-year inventories and reporting of GIK resources in each target region including timely and effective flow of GIK between receipts and distribution;

Engagements, relationship management and communication:

  • Submit timely GIK annual request to SO through adequate annual need assessment and allocation processes;
  • Coordinate with SOs for timely acquisition and shipment of acceptable GIK resources as well as timely customs clearance and acknowledgement to SO the arrival of GIK resources within 7 days to designated landing port in Somalia;
  • Manage relationship with relevant partners in planning and implementing GIK activities and services;
  • Know WVI internal reporting and any special government reporting requirements of any GIK items and timely respond to donor, government and WVI reporting and feedback requests;

 

Warehouse Management- Conditions and Order

  • Ensure secure, neat, orderly, and in good conditions of storage areas for all GIK resources;
  • Adopt and implement computerized Excel tracker to monitor GIK movements in and out of warehouses and distribution points in a real-time basis.
  • Maintain accurate records for receipts, dispatches, and distributions of all GIK resources in each region.
  • conducting monthly independent physical inventory, and filling accurate and complete GIK inventory records in compliance with standard policies and procedures;

Reporting:

  • Provide oversight of the Non-Food Tracking System (NTS) program, and ensure that the NTS is installed and fully operational in your locations to produce timely and accurate management reports (Stock lists, stock inventory ledgers, inventory aging reports

GIK Accountability and Audits;

  • Review all processes for GIK management to ensure strategic, accountable and efficient integrated programming of GIK resources within WVS.
  • Facilitate GIK audits and follow-up implementation of audit recommendations.

Experiences and Qualifications

  • Minimum of Bachelor’s degree in supply chain management, developmental studies, business administration, economics, computer science, information technology or any other related field or course from a recognized University.
  • Certificate in food and non-food items and supply chain management will be an added advantage
  • At least three years hands-on experience in GIK management, food commodity and non-food items’ tracking, recording, reporting, and accounting;
  • Strong computer skills with working knowledge of Ms Access, Ms Excel and Ms Word.
  • Strong coordination and negotiation skills to use all GIK as effective resources
  • Good team player and have good coordination/supervision, problem solver, good analytical and inter-personal skills.
  • Strong analytical, problem solving and organizational skills with an attention to details
  • Ability to learn new software systems and running rudimentary system upgrades.
  • Must adhere to set security standards

Working Environment:

The position is office-based in Somaliland and Puntland with regular travel to other field locations for donor and stakeholders’ consultations.
