Job Description:
The Cash Transfer and Compliance Coordinator (CTCC) will lead in the implementation of the cash transfer component of the BHA-funded EMERGE program. Working under the supervision of the M&E Manager, the position-holder will coordinate the delivery of consumption-support and crisis modifier relief.
The CTCC will be the focal person for the administration of the Last-Mile-Mobile-Solutions (LMMS) beneficiary registration system. He/she will manage contractual relations with cash transfer entity, ensuring accountable and timely disbursement of consumption support and crisis modifier benefits. They will lead the roll-out of the Vulnerability Based Targeting methodology, including integrating political, social and economic analysis into government, community and group engagement strategies, establishment of accountability-to-affected populations mechanisms, recruitment, training and supervision of enumerators to conduct vulnerability and rapid assessments, response to feedback and support post-distribution assessments.
They will oversee beneficiary data management system and serve as a focal point for interoperability issues with other cash-actors. The CRCC will work closely with the World Vision cash focal point and technical team members for the development, implementation, monitoring and continuous improvement of policies and protocols to deliver cash assistance. They will champion the roll-out of crisis modifier systems, establishment of group-level trigger-mechanisms, delivery of top-up support and coordination with other cash actors. He/she will represent the consortium for interoperability coordination with World Vision US and partnership, UN, government and NGO actors to put in place a framework to share of beneficiary information with others to avoid duplication and enable EMERGE recipients of assistance to access other kinds of support to promote sustainability of graduation outcomes.
He/she will work closely with government coordination structures in SWS to avoid duplication of assistances, as well as coordination with Ministry of Labour and Social Affairs (MoLSA) to align methods and technologies, and create onramps for EMERGE participants in social safety net programs. They will establish links with World Vision Food & Cash/WFP, Cash Consortium, SomReP and BRCiS to enable interoperability.
MAJOR RESPONSIBILITES
On-time, on-target and to-standard delivery of cash programming
Oversee the planning, implementation, and monitoring of cash transfer programs;
Track project deliverables using appropriate project management tools;
Cash transfer agent is place, providing timely beneficiary sensitive and responsive customer support;
Develop and maintain operational procedures for cash transfers to ensure timely and accurate disbursements;
Coordinate with field teams to ensure smooth execution of cash distribution and address any issues that arise;
Prepare and submit accurate and timely reports related to cash transfer programs, including input from the partners;
Maintain comprehensive and up-to-date records of all cash transfer activities;
Ensure proper documentation for all transactions, including receipts, agreements, and approvals;
Establish channels (e.g. Whatsapp) with consortium members and implementing partners regarding cash transfer program, communicating and coordinating key moments (gov. engagement, census exercises, cash disbursements, etc.);
Oversee the Last-Mobile-Solutions (LMMS) platform, ensuring technology is in-place functional and updated with latest applications to enable biometric enrolment, sharing of information with cash-agent and others, and cohort management;
Political Dynamic Analysis (PDA), Gender Youth & Social Inclusion (GYSI) assessment data informs government, gatekeeper and community engagement strategies and accountability-to-affected-populations (AAP) mechanisms;
With MEAL Manager, lead in the hire, training, management and continuous monitoring of enumerators, ensuring unbiased approach to VBT process;
Monitor cash transfer expenditures to ensure they are within the approved budget and in line with program objectives; Cash transfer programs are launched on schedule, coordinated with consortium members and partners and operate smoothly, achieving intended outcomes without major delays or issues.
Compliance and Risk Management:
Ensure compliance with donor requirements, organizational policies, and relevant local and international regulations;
Develop and implement compliance monitoring systems and processes;
With EMERGE Sr. Operations Manager conduct regular Enterprise Risk Management exercises, audits and reviews to identify potential compliance risks and implement corrective actions;
Provide training and support to staff, implementing partners and consortium members on compliance issues and cash transfer procedures;
Quality Assurance & Knowledge Management;
In collaboration with EMERGE and World Vision MEAL, AAP systems are in-place, including help-desk, media, etc. and teams respond to community issues within WV standard operating procedure lead-times,
Report any attempts to divert aid to management, Ethics Point and via Flash Reporting Protocol;
Work closely with technical specialists to develop Standard Operating Procedures for monitoring, reporting, documentation, and knowledge management, including the establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learned, and success stories.
Track project deliverables using appropriate project management tools
Lead the coordination of the Vulnerability Based Targeting (VBT) intervention, mobilizing technical advisors to train enumerators, EMERGE Area Manager to support government and community engagement, and EMERGE MEAL to monitor roll-out and establish AAP mechanism;
Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support;
Constantly monitor and report on the progress of the project to all stakeholders
Work closely with the M&E team, and donor in identifying and documenting best practices, lessons learned, and relevant human-interest stories for publication and dissemination;
Collaboration with EMERGE technical advisors and Communications Coordinator to identify and document best practices, lessons learned, and success/challenge stories for publication and dissemination;
Support proposal development and program redesign;
External engagement and coordination
With support of EMERGE MEAL Manager and World Vision Cash Focal Point, implement data-sharing agreements and operational frameworks to enable interoperability with: World Vision Food&Cash/WFP, Cash Consortium, BRCiS, SomReP and MoLSA;
Serve as the focal point with the Ministry of Labour and Social Affairs (MoLSA) and coordinate their engagement, involvement in the program and seek out ways to link with social safety net program;
During VBT and Crisis Modifier, link with SWS government and UN coordination structures to avoid duplication of resources;
Lead EMERGE program’s engagement in interoperability working groups to identify ways to link LMMS system to other peer organization systems;
Represent the EMERGE in meetings with donors and regulatory bodies including the UN Cash Working Group regarding cash transfer issues;
Address inquiries and provide support to stakeholders related to cash transfer activities;
Team leadership and capacity building
Oversee a team with no WV or partner staff, but oversees stand-up team of 20+ enumerators six times during the EMERGE program;
Pro-actively develop roster of enumerators, identify skills training opportunities and mobilize World Vision Food&Cash technical specialist to equip them with skills;
Develop ToRs for enumerators with conflict-of-interest clauses to mitigate against favouritism;
Ensure all enumerators have basic training in (i) Inclusive Community Based Targeting, navigating political economy; (ii) WV standard operating procedures for cash programming (iii) accountability-to-affected populations; (iv) LMMS system administration;
Ensure clan balance in enumerator teams to enable fair selection of participants in the program;
Support enumerator teams to plan their work schedules to support sequencing, layering and integrating interventions;
Promote a culture of transparency and accountability with enumerators teams;
Safeguarding
You must adhere to strict child and adult safeguarding policies and protection principles integrated into your daily duties and ensure you strictly support humanitarian protection specific to your sector.
Ensure training of community, religious, political, and traditional leaders on child safeguarding and protection, early conflict triggers, response, and potential mitigatory strategies.
Adhere to strict behavior protocol that is signed on onboarding after protection and safeguarding induction.
Report safeguarding allegations and incidents in the Ethics point and to all other provided channels.
Ensuring that the project is implemented with minimum risk to staff safety and welfare.
Create a safeguarding environment in your project and support your staff/team to report and make use of the WVS (SIPP)safeguarding incident management plan and ensure you and your staff utilize the Checklist for intake of information for GBV incidents to refer incidents for redress.
• Bachelor’s degree in a relevant field (business studies, social sciences, etc.) with three years of work experience.
• At least three years of experience in cash project management and administration, financial management, contract management, agreement compliance, sub-award management, and tracking project performance and costs.
• Operational experience in implementing cash transfer programs, in particular in establishing and overseeing cash delivery mechanisms involving external finance service providers.
• Cash Transfer Programme budget management experience
• Experience in using internal controls systems to support CVP delivery in the areas of financial management, logistics, and security and program delivery.
• Understanding of field-level representation with key stakeholders and co-ordination with other NGOs/UN
• Demonstrable understanding of M&E and beneficiary accountability
• Excellent planning, management, and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
• Politically and culturally sensitive with qualities of patience, tact and diplomacy;
• A high level of written and spoken English;
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances;
