1. Background & context of the evaluation
The Somali Joint response is a three-year integrated humanitarian project implemented under the auspice of Dutch Relief Alliance (DRA). The SOMJR project is implemented by four DRA members and their national partners. These are Oxfam with GREDO, SADO, KAALO and SSWC, World Vision with PASOS, Medair with SAACID, Zamzam Foundation and DAWA, and SOS Children’s Villages International with TAAKULO. The SOMJR contributes to addressing gaps and needs in Food Security and Livelihoods, WASH, Health, Nutrition, Protection and Multi-Purpose Cash. The partners provide an integrated response, addressing both emergency needs as well as providing medium-term livelihoods support. The DRA is a coalition of 14 Dutch aid organizations that has come together to establish a platform for improving aid coordination and cooperation between NGOs to enable them to better respond to major international crises in a timely and effective manner.
The DRA members collaborate in humanitarian interventions through the consortium-delivering greater impact than members operating individually. The Netherlands Ministry of Foreign Affairs (MoFA) partners with the DRA by funding Joint Responses. The project started in January 2024 with an expected date of completion of December 2026. The project is implemented in the three regions of South Central and Somaliland.
1. Purpose of the Evaluation
The SOMJR partners have a contractual obligation towards the donor, the DRA, to ensure the realization of a final evaluation.
The evaluation will cover the program implementation period 2024 – 2026.
This evaluation serves two key overall purposes: to uphold accountability to the donor, the DRA, and all relevant stakeholders, including the communities served and to provide informed learning aspects of the program.
Specifics of the Evaluation
The SOMJR runs from 01/01/2024 until 31/12/2026. The Evaluation will take place in March/ April 2026. The SOMJR will be looking for an external consultant who can lead this process.
1. Objective of the evaluation The specific objectives of the evaluation will cover three critical aspects of the intervention as reflected below: *
**Objective 1 – Results achieved:**
Assess the results, effectiveness and quality of response. Evaluating the overall effectiveness of the response in achieving its intended goals and objectives of the SOMJR.
* **Objective 2 – Cross-cutting and intervention approaches:**
critically evaluate the extent to which SOMJR integrated cross-cutting approaches; accountability, localization, collaboration and innovation into the response design and implementation. *
**Objective 3 – Learning/innovation and improvement:**
Identifying lessons learned and best practices to inform future humanitarian interventions and improve SOMJR design and implementation.
1. **Scope** The evaluation will focus on assessing the overall response performance of SOMJR, focusing on the achievement of intended results, the quality of the intervention and accountability to affected people; in line with the mandatory DRA and recommended CHS commitments and the OECD-DAC criteria. It will assess how cross-cutting approaches, including accountability, localization, collaboration, and innovation/learning were embedded in the design and implementation of SOMJR. The evaluation will identify lessons learned, best practices, and areas for improvement to inform future programming and enhance the design and delivery of humanitarian interventions.
1. Research questions The evaluation of this JR will aim to answer the following evaluation questions, which are related to the aforementioned objectives. However, the evaluator in consultation with the SOMJR partners is expected to propose a selection of the most relevant questions and sub-questions as part of the inception report. The questions should cover all three objectives.
