Job Description

1. Title of Consultancy: Endline Evaluation for SOM_DANIDA SPA 2022–2025 (Lot HUM and Lot CIV) using child participatory approach Project in Baidoa District, Somalia.

2. SCI Contracting Office: Save the Children (SC), Somalia Country Office
3. Consultant Type Required: Individual Consultancy/Firm

4. Responsibility for Logistics arrangements and Costs

Save the children will pay the consultant fee in installments and the consultant will cover their own logistical arrangements and costs; including food, accommodation and local transport and all cost associated with data collection work and other activities.

5. Taxation Provisions Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.

 

6. Travel Requirements The consultant will cover his travel costs (tickets) and arrange local travel to field sites.
7. Security Requirements Consultant will comply with standard of Save the Children Security procedures, including the completion of SCI online security training, adhering to the terms of access negotiation and maintaining low profile while in Somalia

Experiences and Qualifications

8. Qualification and
Experience The consultant or firm must meet the following minimum requirements:

• Advanced degree (master’s or higher) in Education, Child Protection, Development Studies, Social Sciences, or a related field.
• Minimum of five years’ experience conducting evaluations of multi-sectoral humanitarian or development programs.
• Proven experience in education, child protection, youth livelihoods, and resilience programming.
• Demonstrated expertise in participatory, qualitative, and child-friendly methodologies.
• Experience working with Children with Disabilities.
• Experience using Outcome Harvesting or other outcome-oriented evaluation approaches.
• Fluency in English (written and spoken); Somali fluency required for data collection teams.

• Familiarity with the humanitarian and development context of Somalia and Southwest State in particular.
• Excellent analytical, facilitation, and report writing skills.
Registered consulting firms must be legally authorized to operate in the Republic of Somalia.
9. Evaluation Criteria • Valid Registration certificate from the ministry of commerce and industry of Federal government of Somalia
• Valid Tax registration number & certificate from the Ministry of Finance of Federal Government of Somalia with good standing of Q3 2025
• Technical Proposal & Methodology – 30%
o Demonstrates a clear understanding of the TOR including a sound methodology, ethical considerations (child participation and ethical approach), data collection and analysis plan, and a realistic and coherent work plan. (

• Relevant Experience – 30%

o Proven experience in conducting similar endline, outcome, or impact evaluations, particularly within the education and child protection sectors. Bidders must attach contracts, reports, or evidence of similar assignments completed in the last five years.
• Financial Proposal – 20%

o A detailed and transparent financial proposal that aligns with the proposed methodology and work plan, including a clear cost breakdown and justification of all budget lines. Cost effectiveness will be considered.

• Personnel/technical team qualifications-10%

o Qualifications and experience of the proposed team, including team structure, roles, and responsibilities. CVs of the lead consultant(s) and all key team members must be provided, demonstrating their suitability for the assignment.

• Sustainability & Policy Alignment – 10%

o Demonstrates a clear organizational commitment to sustainability, including environmental responsibility, social and ethical standards, and alignment with Save the Children’s safeguarding and operational policies. Bidders should attach relevant sustainability policies or statements.

3. Overall Score: 100%
• Minimum score of 70% required to be shortlisted.
