INVITATION TO BID FOR CONSULTANCY
Title of Consultancy: TERMS OF REFERENCE FOR STRENGTHENING FRONTLINE HEALTH WORKER CAPACITY AND SUPERVISION TO IMPROVE ICCM+ DELIVERY IN SOMALIA/SOMALILAND: OPERATIONAL RESEARCH IN A FRAGILE HEALTH SYSTEM
SCI Contracting Office: Save the Children Somalia/land Country Office
Period of Consultancy: The duration of the assignment will be 4 Months, inclusive of travel days.
Consultant type required: Individual consultant
Responsibility for Logistics arrangements and Costs
Save the children will pay the consultant fee in a lump sum and will not reimburse any incurred costs during the assignment. The consultant will cover their own Logistical arrangements, flight costs; including food, accommodation, local transport while SCI will cover data collection work.
Taxation Provisions
The individual Consultant shall be responsible for all taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office.
Travel requirements
The Individual Consultant will cover all travel and accommodation costs (tickets and lodging) and arrange local travel to field sites.
Security requirements
The Individual Consultant will comply with standard of Save the Children Security procedures, including the completion of SCI online security training (applicable to international consultants) prior to travel to Somalia in case needed.
Professional quality and Expertise
The following are the minimum requirements for the individual consultant to be considered for carrying out the assignment.
· At least a post-graduate university degree (master’s or equivalent) in Research, Statistics, Health or any other relevant/related field.
· Minimum of 5years of relevant professional experience in research and studies focusing on health, nutrition and particularly ICCM Plus
· Conducted studies in the field of Health and Nutrition particularly in relation to ICCM/ICCM Plus.
· Previous work experience on ICCM and ICCM Plus
· Managed and coordinated a range of government, non-government, community groups and academic stakeholders
· Experience conducting study in humanitarian contexts
· Experience work in Somaliland and Hiiran is added advantage
· Knowledge on ICCM /ICCM plus and FHW approach, and how to screen and admit SAM/MAM case at the community level
· Strong written and verbal skills in communicating technical and/ or complex findings to non-specialist audiences (especially report writing and presentation skills)
· A track record of open, collaborative working with clients
KEY PROFESSIONAL STAFF REQUIREMENT
Description
Minimum Qualification and professional experience ICCM and ICCM Plus/Technical Team Lead
· Minimum of 5years of relevant professional experience in research and studies focusing on Health and Nutrition particularly ICCM and ICCM Plus.
· Conducted studies in the field of ICCM and ICCM Plus
· Strong background and experience in data collection and evidence-based analysis with the use of digital aided platforms/tools.
· Understands well admissions and discharge criteria of SAM/MAM cases at the community level.
· Demonstrable experience in conducting similar assignments in Somalia/Somaliland. Knowledge of local context is highly preferred
· demonstrated ability to produce clear, compelling, and succinct analytical reports from multiple sources that inform quality programming.
· Excellent communication and report writing skills.
